Public service providers also lack transparency and accountability, resulting in client distrust, low service satisfaction and low willingness to pay, and thus lower returns for investment in improving service quality. In addition, citizens do not have the ability to provide feedback on service standards.
In order to interact with suppliers and consumers of drinking water, in November 2019, by decisions of the management of vodokanals with the organizational and legal support of the Union of Consumers of Tajikistan, under 6 drinking water supply systems (vodokanals), Public Advisory Councils of Consumers were created in the villages of Ziraki and Dahana, Kulyab, Dehlolo and Dushanbech, Muminabad district, as well as Tezgari Poyon and Choryakkoron, Rudaki district. Membership of the Councils included consumers and representatives of water utilities. The chairman and secretary of the PCB were unanimously elected by the board members. Both representatives of vodokanals and consumers themselves became the Council’s chairmen.
For the created Public Councils, their Regulations have also been approved, which regulate the procedure for introducing their activities. According to the provisions, the Public Councils are endowed with the following functions:
Representation of interests of consumers, local community in executive bodies
x state authorities, local governments, when making supplier decisions;
Participation in norm-setting activities at the level of decision-making by the supplier, primarily in the field of drinking water supply;
Participation in exercising control over the implementation of regulatory legal acts in the field of drinking water supply and on other issues affecting the rights and interests of consumers of drinking water;
Assistance to the drinking water supplier in holding socially significant events, actions, etc .;
Educational and consulting activities;
Monitoring and assessing the quality of the services provided by the water supply organization;
Study and generalization of public opinion on the most important issues related to the activities of a drinking water supplier;
Carrying out other functions necessary to fulfill the tasks stipulated by the Regulation of the Council.
Specialists of the Consumers Union of Tajikistan will provide organizational and legal support to members of the Councils in the conduct of their activities.
